(Update) Donate to Protect Muskoka Bay from Overdevelopment

Muskoka Bay is at immediate risk. Decisions that could irreversibly transform Muskoka Bay will soon be made by the Provincial Government. Your support is critical to protect Muskoka Bay, your property value, and your lifestyle.


The Ontario government has entered a conditional sale of the former Muskoka Regional Centre lands to Cliff Bay Muskoka Corp. This sale has advanced behind closed doors through a Non-Disclosure Agreement and is expected to include a Minister’s Zoning Order (MZO) that would override local
planning rules, including density, height, shoreline setbacks, and key provincial environmental safeguards.


Most alarming, the developer is seeking to purchase or lease lakebed along approximately 1.8 kilometres of Muskoka Bay’s shoreline, enabling permanent rental accommodation construction over the water. This would set a dangerous precedent for Muskoka and fundamentally change the character
of the Bay.


As currently proposed, the development includes:

  • Ten six-storey buildings, including up to three hotels
  • Nearly 1,400 resort and residential unit
  • Two restaurants and more than 30 rental villas built over the lake
  • A 262-foot pier and marina with up to 80 boat slips


This scale of development exceeds the Town of Gravenhurst’s Official Plan, ignores existing zoning protections, and directly contradicts Infrastructure Ontario’s own 2015 study for this site.

The Muskoka Bay Property Owners’ Association (MBPOA), together with the Muskoka Lakes Association (MLA), is actively advocating for a responsible alternative limiting the scope of this project.

On your behalf, MBPOA and the MLA have engaged government relations consultants who are adding real value. MBPOA and MLA are sharing the cost of these consultants fifty-fifty.

With the assistance of our consultants, we are in ongoing discussions with staff in the Premier Ford’s Office, the Ministries of Municipal Affairs and Housing and Natural Resources and Forestry, our local MPP, Graydon Smith, the Gravenhurst Mayor, and members of Council.


Use of government relations consultants requires continued funding. Our fundraising goal is $50,000. To date, $13,700 has been raised from 46 donors.
